On January 7th, 2019, the Third “New Maple Bridge Experience” Summit, hosted by the Legal Daily, the Legal Network and co-organized by Alibaba Group, was held in Beijing. Representatives and experts from the law enforcement departments, courts and enterprises across the country as well as scholars gathered together to discuss social governance of Internet issues. At the summit, Alibaba Group released the report “Inheritance and Development of Maple Bridge Experience in Alibaba”. The report summarizes the "New Maple Bridge Experience" as solving disputes in cyberspace on-line, technology-enabling efficient governance, and using platform self-governance and co-governance by citizens to solve social problems.
Zhang Wenxian, Vice President of the Chinese Law Society, pointed out that "Internet governance" is a new type of governance in the entire Chinese governance system. It is an important task to summarize the experiences of Internet legislation, Internet law enforcement, and Internet justice to form a rule of law system for Internet governance. Professor Can Huang delivered a speech titled “The Internet Platform Self-governance Experience in China can be Useful for Improving the Global Governance System”. Professor Can Huang pointed out that internet platform self-governance is a useful complement and development of the traditional governance system. High-frequency and low-complexity disputes in cyberspace can be resolved through platform self-governance without occupying public policy resources. If the parties refuse to accept the results from the platform companies' decision, they can seek judicial relief. This is equivalent to having a division of labor. The online and offline governance systems can be coordinated and developed together. Platform self-governance has alleviated the pressure of the traditional governance system. Its efficiency and fairness can enhance the satisfaction of the general public. Meanwhile, the experience of China in this regard can be promoted and disseminated to other countries and regions through the channels such as the World Trade Organization and the World Intellectual Property Organization. These experiences will become part of the soft power of China.
