(The participants of the Conference)
On November 3rd, 2019, the 6th Conference on China’s Innovation System was held in the School of Management at Zhejiang University. This years’ theme was "Understanding Complex Systems by New Data". The conference was jointly organized by the National Institute for Innovation Management, the Institute for Intellectual Property Management, School of management, Zhejiang University and Department of Technology Management for Innovation (TMI), The University of Tokyo, Japan. Participants include scholars from leading universities such as the University of Tokyo, Hitotsubashi University, Tsinghua University, Shanghai Jiaotong University, Tongji University, HIT Shenzhen, Jinan University and World Intellectual Property Organization (WIPO). In addition, Dr. Wang Xuming, who is from the Platform Governance Department and responsible for intellectual property governance of Alibaba, attended as a special guest spearker.
Welcome remarks were given by Prof. Can Huang, the Executive Deputy Director of National Institute for Innovation Management and the Co-Director of Institute for Intellectual Property Management, School of Management, Zhejiang University. Prof. Kazuyuki Motohashi from the Department of Technology Management for Innovation, University of Tokyo introduced the conference themes. Then, scholars gave presentations and had discussions on the four topics including " JSPS-NSFC Project session: Use of patent inventor and IETF information", " Geography of Innovation ", "Patent Value" and "Open Innovation and Ecosystem".

Professor Motohashi made a report entitled project overview, inventor disambiguation works and applications. At first Professor Motohashi introduced the JSPS-NSFC project, which aims to promoting bilateral international collaborations between Japan and China. Using patent data and IETF (Internet Engineering Task Force) information, the project focuses on the micro organization of innovation. Then professor Motohashi introduced the main research objectives and methods of the project. The project collects inventor information for S&T labor mobilities and studies the relationship between immigration and innovation, using research tools such as machine learning and text mining in the analyses.

In the Special Speech, Dr. Xuming Wang from Alibaba shared Alibabas advanced practices regarding the governance of intellectual property in its platform. Dr. Wang introduced the intellectual property problems faced by the Alibabas platform, the intellectual property governance activities developed and implemented by means of advanced technologies such as big data and cloud computing, and the achievements regarding IP protection.

Dr. Deyun Yin from the World Intellectual Property Organization gave a presentation titled "Mapping Global Innovation Networks of Clusters". The study constructes a comprehensive globally geocoded dataset of patent applications in PATSTAT and scientific publications in Web of Science database. Based on Density-based spatial clustering of applications with noise (DBSCAN), it identified 174 Global Innovation Hotspots and 313 Specialized Niche Clusters worldwide, which together account for 85% of the patents and 81% of the scientific publications produced worldwide.
Professor Can Huang and doctoral student Ms. Lanhua Li from the Institute for Intellectual Property Management presented their studies during the conference. Professor Huang introduced how to use machine learning to predict the value of patents. Different from the studies that use forward citations to measure the value of patent, this research make use of backward citations to predict the value of patents, which has advantages in timeliness. Ms. Li Lanhua presented her research entitled "Technology Market and University Patent Renewal: A Study from Real Option Perspective". The study focuses on the impact of the characteristics of the market for technology on the maintenance of university patents.
