On April 27, 2021, Prof. Can Huang was jointly invited by the Haining Market Supervision Bureau and the Haining Science and Technology Bureau to give a lecture on IP Management to the leadership of the Haining municiple government. The purpose of this lecture is to enhance Haining officials' awareness of innovation and familiarize them with IP management.

"Intellectual property rights (IPRs) are the results of mankind's innovation and creation. As early as 1474, the Venetian Senate promogated laws and regulations related to IPRs." Prof. Can Huang said, " IP is a multi-discipline subject that integrates the disciplines such as law, economics, management and technology. The creation, application, protection and management of intellectual property rights require systematic efforts. The development of IPRs system in China started only more than 30 years ago. Although China has achieved milestones in developing its IPRs system, there is still much room for improvement."
In the lecture, Prof. Can Huang analyzed the global and domestic IP development trend from six aspects, including the introduction of IPRs, China's patent application activities, China's IP legal system, innovation-driven development and IP management, IP governance in digital world, and corporate intellectual property management."

Prof. Can Huang believes that corporate IP management strategies can be classified into five levels, starting from basic defense (the lowest level) to cost control, value creation, opportunity integration, and future shaping (the highest level). "Although Nokia's share of mobile phones in the world in recent years has decreased, it can still occupy a place with patents accumulated over the years, providing opportunities for future development of enterprises." At present, most Chinese companies are still in the stage of basic defense and cost control, and there is still a lot for them to learn. Prof. Can Huang believes that the Internet of Things will be the next main battlefield for patent litigation in the future.
In addition, Prof. Can Huang emphasized that the governance of IPRs in digital economy are facing new challenges. The governance of IPRs should include government governance, market governance and social governance. Next, Prof. Can Huang analyzed Alibaba's IP governance system which have three advantages such as technology-enabling, instituional innovation and governance by multiple stakeholders.
Finally, based on the cases of Huawei’s IP management reform and the rise and decline of HTC, Pro.Huang elaborated on corporate IP management. Prof. Can Huang pointed out that Chinese enterprises should engage in integrated IP management to make IP strategy an integral part of their overall strategy.
